An independent reference of what Canada is building — assembled only from records that are already public, with every figure traceable to the document it came from.
The Atlas collects public procurement notices, funding registries, provincial project inventories and legally mandated construction notices, and joins them into one record per project. It is a reference work, not a news service and not a lead list: the aim is that every number on the site can be walked back to the public document that published it.
28,465 of the 65,333 projects are still in the pipeline — announced, in procurement, awarded or under construction. The rest are complete and are kept because a finished project is part of the record. The Index defaults to the pipeline; switch scope to see everything.
Collectors fetch each source on its own schedule and archive the raw bytes before parsing, so a parsing change can be replayed against the original file rather than requiring a re-fetch. Records are then normalised into projects, events and valuations. Project status is monotonic: a project that has reached construction cannot be pulled back to "announced" by a source that republishes a stale snapshot with a fresh date. Where two sources disagree at the same stage, the more authoritative source wins.
Collectors never merge across sources. Linking two records into one project is the spine's job, and links below the confidence threshold are held for review rather than published.

None of these publishers has reviewed, approved or endorsed this site, and nothing here is an official record. Where a source carries no open licence, it is used as a public record on terms reviewed source by source, and only material that the publisher is legally required to make public is reproduced.
Location is approximate for most projects. 5,382 of the 63,182 projects plotted on the map (9%) carry coordinates published by their source. Of the remainder, 7,681 sit at the centre of their postal district, 17,704 at the centre of their municipality, and 32,415 — the largest group — only at the centre of a broader region, because nothing finer was published. So a dot generally shows which part of the country a project is in, not where the work is, and clusters of dots at a region's centre are an artefact of that, not a concentration of projects. The map draws the four precisions at different weights, each dot names its own on hover, and every project record repeats it.
Absence of a record is not absence of activity. Coverage follows what each jurisdiction publishes, and that varies enormously. A province with fewer projects on the Atlas may simply publish less. Values are as published, in the dollars of their own year. Estimates, budgets and awarded amounts are different kinds of number and are labelled as such. Nothing is inflation-adjusted, and an estimate is never silently replaced by an award.
Company records are grouped conservatively. Where an official registry identifier exists it is used; otherwise firms are grouped by exact name within a single source. The same company appearing in two sources stays two records until the spine can link them safely — under-merging is the deliberate choice.
If a record here is wrong, the correction is worth more to this project than the original entry. Errors trace to one of three places: the source published it that way, the parser misread it, or the spine joined two projects that are not the same project. Each project page cites the record it came from, which is the fastest way to tell which.
